Dear Sirs:

This is a request under the Freedom of Information Act.

I request that a copy of the documents regarding the investigation of the crash of an Army airplane believed to be a U-21A and the list of victims be provided to me.  The accident occurred on or about January 20, 1978 in northern Turkey enroute from Istanbul, Turkey to Sinop, Turkey.  The flight was known locally as Esek (Ashak) 011 and the crew were attached to the command known as Tuslog Detachment 4 in Sinop, Turkey.  It is believed that the plane came down somewhere on Kulluk Mountain located 10 km. away from the city of Efelek, Turkey.  Two of the known victims are Major Paul Gerald Schlude (now interred in Arlington National Cemetery) and Private Walter J. Penchikoski. It is also believed that an ivestigator from Ft. Rucker, Alabama arrived at the crash scene on January 21st or 22nd and removed parts of the wreckage from the scene.

In order to help to determine my status for purposes of determining the applicability of any fees, you should know that I am an individual seeking information for personal use and not for a commercial use.

I request a waiver of all fees for this request. Disclosure of the requested information to me is in the public interest because it is likely to contribute significantly to public understanding of the operations or activities of the U.S. Army and is not primarily in my commercial interest.  It is my intention to create a memorial to the victims on a web site frequented by veterans of Tuslog Detachment 4 and their families.  

I request that the information I seek be provided in electronic format, and I would like to receive it via email or on a CD-ROM.

I also include a telephone number at which I can be contacted during the hours of 9:00 AM to 5:00 PM, if necessary, to discuss any aspect of my request.
